Its mixed. What he was doing made him a bad guy but the reasons why he was doing it made him a good guy. He's probably one of the best antagonist/protagonist combos out there.

He believed the universe was overpopulated and killing itself. He witnessed the destruction of numerous planets and countless individuals dying from war, famine and pestilence. He wanted to reduce the population of the universe by half. There was not set targets, good or bad, 50% would go. So no, there wasnt another way that he knew of.
