I had to call in noise complaints because they were working with their noisy jackhammers well past their permitted hours many times. Each time the cops came and I went and watched all the construction workers leave the site for the night. I hope you succeed in finding the drivers info. You should also see if there's anything you can file with the city against this company's construction permit. It's unacceptable this happened to you and the city should drop the hammer on this project.
