Thanks for all the suggestions everyone. Someone let me know that there's two small shops in Frederick that have a variety of teas. I know it's not 'in the area', but we regularly head that way, so I'll be checking them out.

Viola! is one, the other is Shab Row Tea Emporium. Both small businesses.

If you’re okay with shopping online, Adagio Tea is really good.

Asian markets (Hmart, Lotte, etc.) will have loose tea leaves. But obviously, it will just be your "generic" Asian types (Jasmine, Green, etc.) as opposed to different flavor varieties you may find in tea shops.

Wegmans has some and you can often find Fortnum and Mason loose tea at Williams Sonoma.

I recommend buying fortnum products directly from their UK site. The William Sonoma markups are atrocious.

If you are okay with shopping online and want to support a small business, I highly recommend Rostov's Coffee & Tea in Richmond, VA. I still buy from them regularly on their website even though I don't live there anymore.
