I am looking to move close to HCC from Elkridge and I’m looking for recommendations for an upscale or newly renovated and big 2-3 bedroom apartment/townhouse for around $3000 or less. I also am hoping the entrance/exit to not be super congested during the day.

There's a few new apartment buildings on the west side of the Columbia Mall. Don't expect to get much bigger than a 2 bedroom for less than $3000. Also if by 'upscale' you mean luxury, the one building might get you a 1 bedroom for that price.

As for townhouses that might be available for rent, you might find one for about that price, but it could be hit or miss on whether it's been renovated recently.

Contact Yaron Kaminski @ Sotheby’s real estate. He has awesome rentals in his portfolio. I talked with him recently and showed me photos of a 2 bed 2 bath newly renovated in Columbia. Looked awesome.

Check out the Juniper and Marlow - both in the Merriweather District by the mall. They are very lively places to live so if you like quiet, you wont like either. You get to hear great concerts all summer, tons of events going on at the park below the apartment, INCREDIBLE retail opening up beneath both complexes. I have been in Juniper for 2 years now and love it. They are sister complexes and the Marlow JUST finished construction and started leasing and the Junpier has been open for about 3 years now. Both higher end luxury type places. Right now, both have their smaller 2 bedroom units priced between $3,000 and $3,200. You wont find 3 bedroom units in this type of building for less then $3800. Hey, the new Marlow has loft style 2b 2.5baths for $6,000 if that floats your boat LOL

Hey. I live in the TenMFlats complex next to the Mall. Walking to HCC is easy and my apartment is very quiet. The apartment itself is very pretty and modern. That being said, management can be hit or miss, and every once in a while the fire alarm can go off. Some people have had issues with breakins with their cars. The people that live here are super nice. I have some mixed feelings, but on the whole I'm very happy I'm here.
