All of the local branches of HC Library have meeting room with plenty of tables/chairs you can reserve for free online. Only downside - no beer.

I was going to mention they close earlier than 10 - and they do - but at least on some days it looks like you can reserve rooms in the Central Branch to end as late as 9:30.
