You can’t really do anything until the title is transferred to you. In a sense, you’re essentially moving around someone else’s property.

Contact the DMV to help you out, or contact the previous owner to finish the transfer.

Donating doesn’t work because the charity needs the title that’s under your name to complete the process. The reason why this requirement exists because if it didn’t, I could randomly take someone else’s vehicle in some parking lot and donate it.

Scrapping is pointless for the same reason. You need the title as it’s illegal to scrap a vehicle without authorization of the owner on the title.

Letting someone else have it without proper title transfer also have some legal implications. You’re in for a bigger headache if you don’t do this properly. You technically can’t even register the vehicle if it’s not under your name.
