We have universal single stream recycling in this state. Incentive is no longer needed

Single stream presents its own challenges in cost effectiveness and efficiency. Unfortunately it’s not the all-encompassing solution it is believed to be. We need to incentivize reduced consumption of singles use containers. “Soda tax” unfortunately does that.

I've been saying this for years as well.
