So the same thing happened to me and I used the live chat feature on constellation website. Gave the person my confirmation number from the contract email and the account number from the OOPS there is an issue email. They said they will resubmit it at the original rate, remains to be seen if eversource will allow it but I called them first and took myself off the winter protection plan.

I confirmed with Constellation today that this is the case, that it was an error on Constellations end with batch submitting a number of our requests to Eversource. Check the latest update in the post for the full update from Constellation and the Attorney General.
