Not necessarily. I worked for a dealership several years ago. Our dumbass lot boy left keys inside several vehicles over a holiday weekend. I only found out about it when a customer came in told me what car she wanted to test drive and said she already sat in it on Easter Sunday.

Checked their website. One car is listed at over $100k, so this may have been fewer than 10 cars. Insurance probably covers them, but what could someone do with such high priced cars? Such cars can go on cargo ships, but Manchester is far away from the shipping docks.

Dumbass lot boy or not, if someone told me that, I'd rather they not purchase from me at all if they're going to just get in my / my employer's property without permission. Though I understand it's a tough thing to say that when you work on commission.

I would resist ! If I saw keys in a car, i would assume its either sold and a customers car (aka: grand theft) or an employee is getting ready to drive or move it. Either way - driving off in a car without permission is not in the slightest but tempting. (Grand theft again). I guess I wouldn’t make a very good criminal though. God, i fucking hate thieves. More than just about any other crime.
