There’s a little grout saw tool that you could get and sit there and file it all down and then recaulk it neatly.

I believe you can run a bead of caulk around a toilet base but grout or cement is a no no since if you have to pull the toilet to swap out the wax seal it's going to be a shit show.

I'm living in a relatively small country and the quality of finishing is quite terrible - but the soil pipe runs out the back at 90° at least. Theres a lot of uneven finishes, sadly its more work and hassle to get them back than to get them fixed.

Just completely removed whats there and use Plaster of Paris to set and level the toilet. You don’t want to use grout or cement
