You can take plugs of existing grass, transplant them to the bald spot, and they'll fill in pretty quickly.
Grass grows by sending out feelers, so an established plant fills in surprisingly fast. Plugs take about 2 weeks to establish, then they spread.

By all means if he were temporarily evicted from the premises and then reintroduced with some unsatisfactory new digging area say idk with maybe a little cayenne pepper on it so when he goes to sniff the new growth on his former project he would be formally discouraged from recommitting his crime I say total success

The answer is just simply and difficulty balancing pet behavior with good gardening/landscaping but obviously requires equal parts both
