Get a dry wall anchor.

I personally wouldn't hang anything more than 20lbs without a stud but that's me.

It is 18.5lbs. But hmm okay, I can't seem to find any dry wall anchors that incorporate a hook to hook the mirror onto.

Probably just wouldn't seem as secure with the triangle hooks that are there for mounting. The back does say only to use with provided hooks, but it's a hand me down, they didn't come with it. Weird you think drywall anchors that come with a hook would be more common.

There are hooks you could screw into an anchor.

It says do not use wire on the back. But hmm okay I was at Walmart and didn't see any. Maybe I'll check Hone Depot or Amazon.
