you may be able to pop the arm off from the underside of the window, if you need to close it for now. Remove the arm assembly so you can tinker or replace later. check the inside of the arm, maybe its stripped and you only need a new arm. if its the assembly that's stripped, you'll likely need to replace it all.

likely two screws into the body through the sash from outside. gear wheel inside the body,usually made of cast pot metal. could be stripped. sometimes putting a bit of tension on the arm in the direction you want it to go helps,but it’s not a permanent fix.

There is a screw underneath the crank handle: Image, although it won't budge. Do you think I should try to force it?

The screw I was referring to would be on the handle. That one you showed is nothing that will help you. However, I can see that there are identifying marks on the mechanism that will help you identify a replacement.

Replace it. I have a bunch of them broken in a dorm building I take care of. What usually happens is people try to crank it open when the lock is on or they try to close it then the lock is on and it bends metal inside the crank. Have had no luck repairing them.
