I don't know why you got down voted, other than maybe because the park is on both sides. But yes, the river is entirely in MD while VA stops at the right bank.

Likely because the OP never said the falls were in Virginia, so stating that they're in Maryland as if it's some sort of "gotcha" is just pedantry.
