I was a Scientific diver for a long time (North Atlantic) and we dove throughout the winters, the visibility is usually unreal! Cold but great diving conditions otherwise, easy collections too as most species are slow/gone dormant until water warms up.

Low productivity in cold water and lessened run off I’m guessing are the cause.

Yeah I think so too. I also know in the summers algae blooms quite a bit more when the water is warmer
