Waterfalls taken with a long exposure causes the water to blend into that silky smooth effect. Same for ocean if you take a very long exposure it can "flatten" the sea somewhat.

I proudly took a picture of my wife on a rock in a river in Thailand handheld (no tripod) with like a 4 second exposure, one of my best.
