A larger article on it. It is a false color infrared surveillance film developed by the military to find camouflaged positions. Netting does reflect IR light like natural foliage does. The department of agriculture also used it to monitor its forrest.

I'm sure that must have been a game changer for the military when they were able to take a picture, have the film shipped through the supply chain to HQ to be developed, have the developed picture shipped back to the front line, so they can see the sniper hiding next to that bush and shoot him before they can shoot you. ;-)
