Red Castle and Red Castle Lake are in the Uinta mountain range in Northern Utah. It is the only east/west oriented mountain range in the United States. It's about a 9 mile hike from the trailhead accessed via southern Wyoming.

Utah native here. The Unitas were absolutely ravaged by bark beetles in decades past. It's gotten a little better but that's honestly because so many of the more vulnerable trees are already dead.

I'm not exactly sure but it is definitely some kind of tree disease like you've suggested
