I don't think power is the issue, it is more tightening the beam and targeting/maintaining the target.

I’d be happy with ground based laser hubs that could knock out missiles and warheads. All those hours playing Missile Command might finally pay off… though automated targeting might be better.

I assume the idea is to reflect the laser to prevent damage, but what if the missiles are covered in retroreflectors, which would reflect the laser back to its source. Laser weapon would be summarily defeated if this works practically.
