I worry that if we ever get a real communication from outer space that it will be the interstellar equivalent of a prank call: now that you’ve mastered fission and fusion weapons, you’re ready for our recipe for fusion power: make a fusion bomb, add these things in these steps, then set it off and all your energy and Co2 issues will be solved. Turns out, they’ve told us how to make a planet-killing bomb.

If you haven't, you should watch Contact. It was written by Carl Sagan and holds up real well. It is not as bleak as your premise but has similar elements.
