Yes, it's a conversation between Alice and the Mad Hatter I believe.

Edit:

I went looking for a reference and couldn't find one. It turns out it's not from the books at all, but from the Tim Burton film version, and is a conversation Alice has with the Mad Hatter, which she is paraphrasing something from a conversation with her father.
