What campus are you taking classes at? Living in Hartford and going to school in Storrs is not something I would recommend. It would be at least 45 minutes each way by car. Manchester would be a little better. Vernon better than that. Living on or near campus would give you some social and recreational activities.

Is the grad program in Hartford or Storrs? Is it 100% remote, or will you need to attend any classes on campus? Living on the coast is nice but very expensive and far too long of a commute to either campus. I lived in downtown Hartford for many years and I loved it, but I also wasn’t young and looking for a social life. I think you can find one of those in Hartford and also West Hartford. The rent is about the same, but apartments in West Hartford are either in three family houses or complexes, neither of which are in great shape. I’d take my $1500-$3000/month to one of the cute boutique apartments in downtown Hartford. DM me if you’d like to chat more about options.

I live downtown and can think of a dozen neighbors (both renters and condo owners) who moved during or just after the pandemic. Most of them had no children, but some did. Their reasons for moving were mostly for job or relationship, or their job changed to 100% permanent remote work and they moved to more of a vacation area. The ones in the first category are now in Boston, DC, Portland ME, New Orleans, and LA. The ones in the second category are in places like Vermont, Ogunquit, NorthHampton, Cape Cod, Old Saybrook.

I work in a similar district so the challenges that come with it are just part of the gig for me. We are going on a visit soon. I’ve passed through Hartford but never took a closer look. I’m a special education administrator which looks like is also in demand.

Hartford is great. Consider living in the city itself. You might also look at the New Haven-Stamford area, which is similar but more diverse. It gets more expensive as you get closer to NYC but the area around New Haven isn't hugely more costly than the Hartford area. Some of the suburbs throughout CT have a reputation for white supremacy but others are more diverse, and of course you should definitely consider the cities themselves, especially New Haven, if you like Boston.

Suffield, CT is a nice place that is easily commutable to Hartford. It's a smaller town, good schools, and Enfield is right across the river for all your shopping needs. It's also good proximity to Bradley Airport if you think you're still going to be involved in either the Air Nat'l guard base there, or you needed to be close to Westover Air Force base, it's not far.
Similarly, there are aerospace companies in this area: Collins Aerospace, United Technologies, Pratt & Whitney.

Don’t know where are you living now. But my suggestion don’t move here. I did the same and it was huge mistake. The area very old and outdated, economically in hole, infrastructure pretty bad(roads, power poles, trash on streets, etc). Can’t wait to move out from here(unfortunately 2 more years). Live in West Hartford btw

West Hartford has walkable neighborhoods where most of the elementary kids walk to a neighborhood school. This really builds relationships fast because you meet the other parents every morning and as transplants we were able to build a community of other families we could rely on when problems arose. We had many occasions to ask neighbors and friends to pick up our child from school or visa versa. Having moved from a more rural area that just wasn’t as easy to build relationships. It is expensive from an outside perspective but we made it work by renting for a couple years near the school we wanted, Morley, which is surrounded by higher density housing so less expensive. Until we found the right house which we also lucked out on.

West Hartford is fantastic. Very good schools, very close to Hartford, nice suburbs, and lots of shops and restaurants (feel free to look up Blue Back Square and West Farms Mall). West Hartford is pretty expensive though, but, it’s worth it to a degree.
