Don't resellers usually just resell AWS? Been awhile since I've needed any sort of hosting 🤷♂️

Some do. Whoever he is hosting with is using aws and aws IPs. You can also bring your own IPs. There are many alternatives to aws including google cloud, azure, oracle, and a lot of smaller shops.
