"over and out" is rude, because "over" means "over to you", i.e., your turn to speak, and "out" means "I'm out"

So you're saying "over to you to speak but I'm bailing anyway"

ETA: I got downvoted got this even though it is true. "Over and out" is Hollywood

Not sure about the US, but it (or rather the equivalent) is used in military communications, in superior to subordinate mode. Basically, "I'm done giving orders for now, go do them".
