In 1991, Duke University funded a study to see why the head of a man's penis was larger than the shaft. After one year and $180,000.00, they concluded that the reason the head was larger than the shaft was to give the Man more pleasure during sex. After Duke published the study, Stanford decided to do their own study. After three years of research and $250,000.00, they concluded that the reason was to give the Woman more pleasure during sex. The University of Wisconsin, unsatisfied with these findings, spent $13.27 (for a Playboy, Penthouse, and a case of Old Milwaukee) and concluded that it was to keep a man's hand from flying off and hitting him in the forehead.

Actually it is to remove rivals sperm from the woman, to increase your own chances of being the father.

It's also why men can not continue after ejaculation, so that they don't push out their own sperm

Duke University is considered an elite university. Stanford is also considered a very elite university: perhaps top-3 and one of the very best. They are also both private, expensive universities. It would make sense that they are trying to out-do each other with expensive research leading to esoteric scientific findings.

University of Wisconsin is a public institution and is considered less elite. It is also often considered more of a "party school." So the joke is that they spent hardly any money at all on their study and that their research findings were more crude.

It's a basically a joke about elite vs. "common man" with the implied point being being that the common man approach is often more practical and correct (to humorous effect).

I think there is also just a bit of : "Elite university researchers considered the issue from the point of view of men having sex with women; U. Wisconsin from the point of view of men masturbating". So the joke goes two ways (elite university researchers are getting laid; U. Wisconsin men are just jerking off).
