Your tip is wrong. I've never reported an Uber Eats order or received a refund but still been required to give a PIN before when picking up from certain locations like hotels.

Same. I have had to do this for one order. The pin is a safety precaution that keeps other people from stealing their food or serves a proof of delivery. The pin proves their identity so the driver doesn't give the food to a random stranger. Additionally, the driver can't provide a picture that proves delivery the same way they do by dropping it at the door. It doesn't mean the customer steals.
