Math. $12/hr x 40hr/week x 52weeks/year = $24,960 ~ $25k/year.
It's not a formula, it's a quick conversion factor.

Has nothing to do with intelligence. Just because someone isn't as good at math as you doesn't just make them less smart. People are good at different things. You assuming people are stupid just makes you look that way tbh.
