Restarting your phone will always prompt for a password even if you use a finger scan.

I'm not sure if this is the same case for every other version, I have an s22( is this proper use of an?)

That's always been the case

Even if you want to shut your phone down(not sleep), it asks for a password

It's a security feature

Not always, but for many OS releases. I think it was Android 9 but it might have been a little earlier.
