In 1860s, the Russian Empire had a criminal code known as the "Statute on Punishments" which defined and regulated various criminal offenses, including murder and prostitution.

Murder was considered a serious crime and was punished with either death by hanging or hard labor in a prison or mines.

Prostitution was not fully legal in Russia in 1860, but it was regulated. Prostitutes had to register with the police and were subjected to periodic medical examinations. Pimping and operating a brothel were criminal offenses, but the punishment for these crimes was less severe than for other serious crimes such as murder.

It's worth noting that these laws may have varied in their implementation and enforcement depending on the region and other historical factors.

Ask in the law library, or even a regular library. Librarians love unique challenging information research projects with students.

Came here to say this. Your school's law librarians literally live for this shit, and will show you all kinds of resources you never knew existed.

Source: spent 14 years as a law school librarian.

100% need an expert or a book to get started. The information could very well be on the internet but this is too specific for general search engines to find the answer.
