Where I am (Nova Scotia, Canada) you aren't allowed to charge for packaging whatever comes in, so they can't charge for cups.

Hah, not the case in BC now. $0.25 charge now for any cup with purchase, which is not collected as a tax so it goes straight to the business.

LPT: If you’re getting thirsty and need water, but don’t want to pay for a bottle, go in a fast food restaurant and ask for a cup of water. Depending where you are, it’s free or charge about $.25 USD for the cup. It’s filtered and you can get plenty of refills.
