These are just the course materials that are publicly accessible but not meant for wide distribution. It’s not a “public release”

They allow student names and marks to be published online in the US? That would be a data protection breach in the UK. In any case, I'd be rather upset if I was a student on that course.

It's perfectly efficient because the python is mostly configuration by code. Just because you call a function in python doesn't mean the function is executed in python. GPU routines run in CUDA, for example.
