California does this with everything, or Atleast they try to with varying degrees of success. Just look at the automotive industry.

otoh, california has high standards, and other states VOLUNTARILY agree those are good standards and sign on to them.

How did that come to be?

I mean it's kind of like the EU with the web privacy stuff. CA has one of the largest economies in the world. Companies want to do business as effectively as possible. They're not building regional variants of everything.

Just because science or products come from somewhere else doesn't make it bad. To the original point of this post we're kind of over fishing the ocean en masse. We need to take care of the place.

It’s not a conspiracy but because of the market share of the state of California in can influence what manufactures are going to put out. It’s economics.

California sets it's own state standards for cars, it doesn't dictate what other states do. And what the Monterey Aquarium is doing is entirely separate from what the state of California does. This is the aquarium's watch list, but it influences what the seafood industry does in terms of what they buy/sell on the open market.

By setting its standards it influences what the manufacturers are going to produce by leveraging their market share. As a producer you manufacture to the highest restrictions because you can’t afford to manufacture for multiple emission standards of each region.
