To be honest with the state of Mexico/Rumford the deluxe diner is probably relatively deluxe.

Rumford was always such a weird town to drive through, I always remember it as a ghost town other than that 1 gas station

I mean, you picked the one street furthest from what could be considered their 'downtown' but still close enough to get a photo of the mill. It's going to look dead because that's a dead part of town at ANY TIME of the day.
