Maine issues license plates with some sort of numerical order, they aren't randomized.
My plates end in "YN" and I've seen numerous other plates with similar number schemes followed by YN.

Years ago, the parking lot at my high school had seven or eight 70XX RZ plates. It got to the point where I was looking for 70XX RZ plates every time a car went by, just in case I found another one.
