If it’s cable company provided internet (or telephone company DSL/fiber fed out of a remote terminal), their remote equipment (on pole/ground pad) must have power again. This would most likely be due to power restoration or a generator.

Are you talking about an active ata port on an ont? Anyway there's no requirement for the service provider to provide the backup solution for that, they can simply tell the customer how to perform a backup solution to make it last 24hr.
