I only use my wipers intermittently so I don’t need head lights either.

Correct. Your lights must be on whenever your wipers are. So you'll have to take both hands off the wheel to grab both shafts(gigitty). I think the lights are more or less an indicator for wipers.

IMO this would mean: using your wipers a few times just to clean washer fluid off the windshield? Not turning the lights on.
Using them once a minute in a light drizzle? Turn them on.
Perhaps there is some leeway in defining “constant” but the law also mentions decreased visibility in addition to constant wiper use.

>1. Display of headlights. A vehicle located on a way must be equipped with headlights as described in section 1904. The headlights must be illuminated:

My 96 Cadillac does this and it’s 27 year old technology. Car manufactures are just plain cheap and greedy if that makes sense
