Not really? I mean, I doubt the layout is made by a 40% enthusiast. Akko put more research into their upcoming 40% board which does use Minivan layout. 40% keyboards aren't just "60% with num row cut off"

I like 40s with “normal” keycap support. There is plenty of them in the 40s community. This one is pretty cool and a good intro into 40s since you don’t have to buy an additional 40s child kit for it.

I love the Q9, doesn't get enough love, but if we're honest it's really more of a 50% board than a traditional 40%. Still a great board tho!
