no im talking about a application that runs on both windows and android and can play existing music... therfor if i create playlists and sync music using that programm it will be able to have the same playlists on both devices

yeah playlist files, their type is different for almost every app tho soo..

Just use Hiby Music Player.
It automatically arranges your albums based on the ID3 tags (meta data, which you can edit on your computer using Tag & Rename).
