When the most people are there. Realistically they should be done by midnight.

Most do, but you start getting into midnight + start time it changes.

Yes, but if you tell them it's a headline spot and they start at 1am, there can be some confusion.

Unless your talking DIY/House shows, no venue or festival runs a headliner at 1am. Assuming you're talking about those, I don't blame the headliners to go on earlier, as one has never run on time in history.
