Weequahic park has a section of its track that goes uphill. It’s not in the best shape in every spot but for the most part it’s decent. Definitely your best shot in the city as far as I know

This is what I use! There are 3 great hills to choose from. The track is 2 miles around.

There's a paved trail in Branch Brook park by the Cherry Blossom Center next to the softball fields you can run up and walk back down on.

You can run up and down the steps at the Essex County buildings near MLK and Market Street.

Where can I find a smooth hiking track to run up hill (not to hike)
