How does one submit an OPRA request?

You do it all online on the agency website

https://www.nj.gov/grc/public/citizens/

You need to know what youre looking for, not just a general request. So for mine was something like "agreement between NJTransit and City of Newark related to Gateway Center Skybridge at Penn Station, 1968-1973"
