He was born 1869. So, that have to be later. Found 1923 as a possible year. But, it's not 1869 at least

He was American not Polish. (American citizen)

edit:

He was a Catholic priest of St. Stanislaus Kostka Roman Catholic Church in Chicago, then the largest Polish church in the country.

He was born in Poland. Emigrated to the USA in 1890. The rest you've got correct. Yes, American citizen (I assume) of Polish origin. He's described in all texts as "Polish priest".

He was Polish born but became an American... hence he was American.

If the shot missed the vest it could still prove to be quite fatal?

These vests were so easily stolen by criminals from police stations. The Dillinger gang would actually hit the police department first, stealing all the equipment they would later use to rob the towns bank, so when the police responded they had no gear to counter fully armed bank robbers. The Dillinger Gang stole so many of these vests, they were often referred too as the "dillinger vest" by the media at the time.

I like how the shooter is wearing one too so I can imagine that after it worked he gleefully shouted, "ok, now my turn!" Before puffing out his chest closing his eyes and looking away.

It’s Washington DC in 1923. “Safety” bicycle wasn’t invented until 1885. Photo quality and clothing attire screaming 19-teens/20’s. Did you truly believe this was from 1869?🤔
