I don’t know the reason for the photo. The dress looks like a cotton summer outfit but the pleating and gathered drop waistband use a lot of extra fabric for poor people. Also the hat suggests perhaps it’s a special occasion. Does anyone have comments or input?

No idea. It looks a bit frilly for a hat, especially a 20s cloche hat. We found the photo after her death in 1914. The picture will remain a mystery. Thx for commenting

In rural Alabama that dress has probably been handed down continuously and is still being worn today.
