It is some sort of pull behind farm equipment. Those levers are what controls it. Possibly a sickle mower.

my money is on a harrow. sickle mower has lots of moving parts and needs to be kept very carefully in shed to keep it from rusting. harrows are often left outside. also a sickle mower had seat on far right side of machine, directly behind horse, that way sickle extended to the left and horse and non cutting part of machine wasn't trampling down hay when mowing.
