Honestly, there's a good chance that he wasn't allowed opportunities to move around (roll, crawl, etc). I worked in a daycare and we had a 10-11 month old boy who looked like this. He struggled to sit up on his own and could do nothing else. (Thankfully, we were able to get him pulling up and walking within a couple of months)
