They’re supposed to be mimicking older style golf cleats, which had short pin-style metal spikes on the bottom. Actually a rather genius and accurate imitation for a baby costume

My mom either made them or they're a pair of FootJoy FirstJoys. She doesn't remember if these are the ones she made or not.
