I lived in PA back in 2011-2012, transferred my Nebraska DL to PA. I've since moved to WV and transferred my DL to WV. So my question is, if I were to move BACK to PA, can I transfer again without taking all the written and driving tests? My current WV DL is perfectly valid, but obviously the number associated with my PA DL has long since expired, so that's what I'm curious about. I've tried googling, couldn't find anything, so I'm asking y'all! please and thanks!

You don't need to retake any tests, except the vision one they do right there. As long as your out of state license is valid, you can transfer it. You do need to show proof of residency, of course. I moved from Pennsylvania, then moved back years later. I didn't retake a written or driver test.
