with my PA DL has long since expired

.... Actually you're number doesn't expire . I renewed after being out if pa for 25 years. I went to the center, filled out an application, had photo taken, and was issued a new license!

Can confirm. Was out of state for 14yrs and upon moving back was issued the exact same drivers license # as I had initially. Pretty simple as long as you have the requisite forms of ID to prove you are a PA resident. We had to get an accepted "Birth Certificate" as we only had a "Certificate of Birth". Needed a raised seal

Yep, that ID is accepted too. There's a list of them online. They can be a bit ridiculous too. My wife and I were getting our PA licenses at the same time and sitting side-by-side. The PennDot worker had approved mine as I had 2 bills in my name to show PA residency. My wife on the other hand only had 1 and was using me to vouch for her as the 2nd allowed proof of residency. The PennDot worker wouldn't accept my word for it until I had my PA license in hand despite her just approving my license less than 2min prior. So, I had to go get my photo taken, get the physical ID, stand in line again, see the same woman I just saw and upon telling her my wife is a PA resident she says "Okay, I'll approve it". FFS
