Unfortunately that doesn't address what happens when you lose your license from another state! I appreciate the help though!

You’re right it doesn’t specifically state what to do if you lose your out of state license, thank you u/witqueen for the link.
However OP, you cannot have a license in multiple states, to make the transition a tad easier on you, you’ll probably have to get a duplicate license from Florida to get license in Pennsylvania without having to take a test:
You will be required to surrender your out-of-state driver's license (valid or expired six months or less) before PennDOT can issue you a PA Driver's License. You will need to take a vision-screening test and complete Form DL-180R (PDF)
I don’t work for any DMV but I’m almost certain PA will know you have a license in another state, but because it’s a state agency, I am almost certain, it’s not a ‘thing’ of them switch(ing) it over they’re not going to make it that easy for you but I could be wrong.

Just an FYI when you get your duplicate from FL, a lot of PA DMV's only handle licensing on Mondays. Cuts down the wait time. Check online with FL DMV to see if you can get the duplicate, and select Not For Real ID Purposes.
