Up until 9/19 of this year, I lived in Pennsylvania (Moved for school). Right now, I'm in California but can I still request a PA absentee ballot for this November election? I know I become a CA voter for the next one, just not sure for this coming election. I have voted in person before I PA.

You would need to request your ballot TODAY. It takes roughly 3-5 days for mail to get from Pennsylvania to California. If you request it, and they mail it out tomorrow, you SHOULD receive it Monday. But you would have to fill it out and send it back almost immediately, and that’s would be another 3-5 days. Your ballot should return by November 7th, the day before the election. But you would need to send the request today.

Voter Services is the authority there. It sounds like you are.

If you are going to college outside of PA, but you still have a "home home" (technically, a "homestead") in PA, then you can remain a PA voter.

You should call your county's Voter Services office and ask. Just Google your county name plus: voter services.

He’s in California. It takes up to five days from mail to get from here to California. To get it back before the November 8th election, he has to request it by today. If he waits until closer to the 1st, ballot won’t come back until up to a week after the election happened, and a significantly higher risk of them thinking it’s a fraudulent ballot, because it’s from California.

It's pretty late for requesting an absentee ballot though - you should have done it a month ago. At this point there's a pretty big chance that your ballot won't get to you and back in time (I know from experience, voting as a college student). So you must request a ballot as soon as possible. And if the ballot gets to you in time, I would consider sending it back via UPS or Fedex (call your county to ask if this is OK). The completed ballot has to reach your county by 8 pm on 11/8. And remember to follow the instructions exactly - use the secrecy envelope, and sign/date the return envelope.
